Dumbest News Story of the day

Apparently, people are up in arms because a parole office is going to be located in the city - just off somerset.

Ok- so I have two thoughts about this

1) When the criminals are not going to the parole office, do they get to go into other communities (yes, with limitations)

2) Where do you think criminals are the least likely to re-offend? (I am guessing - DIRECTLY IN SIGHT OF THEIR PAROLE OFFICER)
